Candidates as Marionettes

This one is a puzzle. Ruben Carbajal, a writer in Brooklyn, NY, took the photo a few weeks after the primaries started. I love the fact that the poster references a specific neighborhood and is on a mailbox, but who controls Obama, Edwards, Clinton, and Giuliani’s marionette strings? Is the overall message a cynical shrug saying, essentially, that it doesn’t matter who wins?
